建議全國人大以“西部開發，生態先行”為題，就有關環保的法律、法規有針對性地進行一次執法大檢查，及時糾正各級政府執法中出現的問題，避免歷史上大開發帶來生態大破壞的悲劇重演。
保護環境是我們大家義不容辭的責任。我們要從現在做起，從身邊做起，從小事做起：愛護花草樹木，愛護鳥類和其他小動物等等。通過我們的努力，使祖國的天更藍，地更綠，水更清。
